Candidates Profile

       All political candidates running for May 2004 election were personally provided a Candidacy Profile Form to fill up with the understanding that it will be published on the SE Website. Few candidates rejected the idea while others even refused to accept. SE Website does not endorsed any political party, however we find it to be the interest of Website viewers to produce a tool in helping the electors view the candidates doctrine for office. Names listed below were the candidates who responded and SE Website is proud to present their profiles and be at service.
       On the election day (May 10) SE Website will provide an hourly update on the partial returns until the end result.

IV. ACHIEVEMENTS
          1. If you are a present or past elected official, please state your achievements during your term.

      In just two and one half years in office, the Vice Mayor had done many things in promoting the general welfare of the people of San Esteban. Here are some successful programs already implemented that the Vice Mayor initiated or was deeply involved to be considered as his worthwhile accomplishments.

          a) Upgrading the Sangguaning Bayan
*Designed the present Session Hall of the Sangguniang Bayan (SB), a model hall which has caught the attention of other municipalities.
* Practices Parliamentary Rules and Procedures in SB sessions.
* Ensures that prior to final approval of ordinances, it should pass thru a public hearing or be consulted to the barangay councils thru the SB representatives

          b) Acquiring Assets for the Common Goal
* Public Cemetery Expansion
* Sanitary Landfill
* San Pablo Barangay Plaza
* Took Jurisdiction of a developed area in San Pablo and has become a valuable asset of the Municipality
* Sought permission from the lot owner to cement the Banao farm to market road

          c) Initiating Tourism and Historical Projects
* Design and Construction of the San Esteban Boundary Marker
* Restoration of the old Glorietta
* Production of the Glimpse of San Esteban Brochure
* Displaying the Portraits of Past and Present Leaders/ Mayors at the Municipal Hall
* Design and Approval of the new San Esteban Logo

          d) Introducing Revenue Generating Programs
* Personally authored the Municipal Revenue Code of 2002 that improved collections by leaps and bounds
* Required the cellular phone site companies to pay their tower permit fees
* Raised the berthing and anchorage fees of sea vessels that dock at the San Esteban Port that benefited Barangay Villa Quirino
* Collected annul fees for the utilization of the reclaimed area of San Pablo with the barangay getting 45% share from the fees.

          e) Affording Scholarship to Poor but Deserving Students
* Created the rules and regulations of the Municipal Scholarship Program that now sends three scholars to college and helped in soliciting donations from town mates abroad.

          f) Fighting for the Rights of Constituents
* Took the cudgels of the residents of Sitio Lipit in reaction to their petition to retain their addresses at Barangay Poblacion and the result was successful.

          g) Providing Social Service
* Cause the distribution of 500 sleeping kits by the Sleeping Children Around the World (SCAW) based in Canada in coordination with the Kiwanis Club International, a program worth P500,000.00
* Coordinated with the Hernaez Family of Chicago Illinois the distribution of Christmas love gifts to 1,500 households in San Esteban
* Made representations with the National Power Corporation to provide free street lighting to Barangay San Pablo

          h) Promoting San Esteban
* Attended the Fiesta Celebrations 2003 in Terra Bella, California and had the chance to interrelate with town mates residing in Northern California, Terra Bella and vicinity, Southern California, Seattle and Chicago.

          i) Developing Human Resources
* Made possible the Lakbay Aral of Municipal Officials, Employees and Barangay Officials to San Fernando City and Marikina City to observe their successful implementations of environmental and cleanliness program.

          j) Others
*As an active member of the Vice Mayors League of Ilocos Sur where he is the Auditor of the group, he has earned the respect of his peers by showing leadership during its meetings and activities.
